FLOSS in Cadastre and Land Registration - Opportunities and RisksDaniel Steudler, Mika-Petteri Törhönen and Gertrude Pieper FAO and FIG Commission 7 WG 7.3 publication (c) The International Federation of Surveyors (FIG) and the Food and Agriculture Organization of the United Nations (FAO), April 2010. "Free and Open-Source Software" and "Open-Source Software for Geospatial Data – The Birth of OSGeo" by Arnulf Christl |
FAO Land Tenure Group and FIG Commission 7 WG 7.3 have launched a publication "FLOSS in Cadastre and Land Registration - Opportunities and Risks". Land administration and cadastral systems in the 21st century depend on the use of information technology (IT) tools. The application of these tools affects very much the systems’ efficiency and costs. While commercial softwares have helped to establish the infrastructures of today and continue to do so, open-source alternatives, which have achieved considerable significance in many IT fields, have grown to provide credible alternatives for consideration. For various reasons, however, they are not often used in land administration and cadastre, even when their potential is increasingly recognised. This booklet aims to shed light on this potential, exploring the advantages, and disadvantages of open source solutions within the context of cadastre and land registration. The publication is the result of four years of cooperation between FAO and FIG WG 7.3. |

Free and Open Source Business ModelsIn: G. Brent Hall, Michael G. Leahy (Eds.): Open Source Approaches in Spatial Data Handling |
This chapter discusses the nature of free and open source software from the perspective of business models that can be used to operate within this emerging industry. The focus in the chapter is on free and open source software in general rather than on the specific geospatial domain, however this area of activity is used in several places for reference and by example. The chapter also examines the closed and proprietary complements of the free and open source world and contrasts the rationale and behaviours of software developers and users within both market places. While it is not the intention to set one or the other markets up as a straw man, it is clear from the discussion that the free and open source alternatives have a number of advantages in terms of developing high quality outputs that are responsive to end user needs while embodying the principles of innovation and advancing knowledge. |

Online Publications
Beside the obvious places like Arnulf's Blog and this Wiki Arnulf has given loads of talks at many events over the past years. Starting in 2009 Arnulf asked me to help keep track of his publications. This page is intended to do just this. Some presentations can now also be found on slideshare, all of them will always be uploaded to the archive.
Reuse
Please feel free to reuse all the information and be so kind as to mention the original author following the Copystraight paradigm. For most talks you can still find editable document files. If you want to reuse in a completely different context or without mentioning the original author this should not be a problem but please contact Arnulf beforehand and ask for permission.
Presentations, Talks and Articles
Arnulf publishes all presentations, talks and articles Online. Sometimes he also gives talks directly from a Wiki web site, or the articles appear in proceedings or as downloads on other web sites. Since March 2010 Arnulf operates under his new business metaspatial.
